[jamming] massive potential JAM speedup

I got the version of Jam from Matt Armstrong's personal folder on the
perforce ftp server because it has the header caching in.
It says it's version 2.5 in the README file?

Which version of jam do you have? The latest stock source of jam (2.5)
has no make0includes or make0gatherincludes2.
