The new file works and I finally got 'p4 changes'  command to work
somewhat.  Almost there.  Thanks for quick response.

I've submitted change 4698 with the fix and update the Windows
installers. 
Could you install this new build which you can download from:

http://public.perforce.com/guest/tony_smith/perforce/API/Perl/current/p4
perl58-setup.exe

and let me know if that does the trick?
