[p4perl] Trigger not to all new files under particular directory

Hi All,
 
I am looking for a perl trigger, that should not allow any user to add a new
files.
 
For example I have directory called
 //depot/products/Camera/...
 //depot/products/signature/...
 //depot/products/test/...
 
I don't want any one to create on more directory under 
 //depot/products
 
They can work on the existing directory & add files under that, but not on
the main level( //depot/products)
