perforce-user mailing list is now private to avoid spamming

In order to throttle the spams that make their way to perforce-user,
We've changed it from "public" to "private", meaning you have to be
on the list to post.  This may be a problem if you subscribed under
a different email address than the one you now use.  If you can't
remember your email address as it is on the list, send mail to
listman at perforce.com and someone will help you.
