Blowing away file revisions?

We're using 98.1 (we started using Perforce with 98.1/5828 and have updated
the server a couple times since then), too.  I've gone and looked in the
depot directory and it appears to be storing each revision of the binary
file separately [on Windoze, at any rate]...and there are 4 versions of each
file in here:
