[p4] Does Perforce transmit deltas or complete files?

Perforce transmits the entire file, and the diffs happen on the server. The
client isn't very smart. The compress option will turn on file compression,
and that generally speeds things up over a slow line.

When I do a sync or submit of a file, what does Perforce transmit? Is it
just a delta between the client and server versions of the file, or is it
the complete file?
If I change one line in a large file, then submit it, does Perfoce send the
entire file to the server? Or does it calculate the delta on the client
and just send that?
If somebody else does a sync to pick up that new file, do they get the
one-line delta, or a new copy of the file?
