It would be nice if we could override any of the client settings on a
command e.g. if we set the client to noclobber but want to set clobber for a
specific command.

specifing a root directory relative to the directory containing the

in the P4CONFIG file that I stick at my root and be able to do 'p4'
commands in that tree no matter how I got there (symlinks, Windoze
'SUBST'/'NET USE' drive letters, UNC paths, whatever).
