[p4] checkpoints/backups

This is where a snapshot file system would be good.

I do.
I have an NT server, and I use cygwin to run a bash script to stop/start
Perforce (and some Windows junk) while doing the backup,

No, and I'm not taking any chances, no matter how improbable.
