It's all [well hidden] in the 'Help' system, but I found the following works
to setup VAJ to work with existing code:

Create a new project for your code.
The right-click and select Tools->External SCM->Change Connection
In this dialogue you should be able to pick '--Using Peforce' as the
provider. Then make sure the work directory is at the base of you Java
package structure.
Now do an Import of the existing source using the 'wizard' import from
filesystem option. It will 'compile' all the imported source and report a
<arge> number of 'problems'. Don't worry about those (at this point :).
At this point you can select files and do the usual check in/out, add etc.
activities.
It also provides a Tools->External SCM->Launch SCM Tool, which neatly brings
up P4Win.
