[p4] Tcl/Tk GUI for Perforce?

I mentioned in a post earlier today that our training fellow had
mentioned that someone was working on a functional copy of P4Win
using Tcl/Tk. Does anyone know where this project's at, and if
there's a (reasonably) working version of it, where I can get it
from?
