[p4] p4Win

What do you mean by "access". Different commands usually have different
performance issues. We had a problem on one of our machines where sync was
slow as hell, but the rest of the behavior tended to be normal speed. That
turned out to be weird registry settings affecting overall network transfer
speeds. (We fixed it using a utility called SpeedTec by Montana Software --
http://www.montanasoft.com/speedtec/)

On other machines, syncs were fast, but expanding the directory tree was
slow. That turned out to be the issue others have mentioned - using the
machine name instead of the IP address -- every time it did a command it had
to re-resolve the machine name, and that itself was slow.
