[p4] P4 Triggers

I like to set up triggers that will check for a specific word in the
description section during a submit, if this word exist then allow the
submit else denied the submit.  I am running the p4 server on solaris and p4
window clients on NT.  Any suggestions on whats the best way to approach
this?
