[p4] moving files in a depot

I've got a user who has structured his directories in a way that
is inconsistent with other users.  I'd like to move his data
into the normal structure.  None of the examples I've seen apply
to this particular case.  Basically, I want to go from a dir with
multiple files to individual dirs with one file each.

All the branching discussions I've seen have revolved around moving
a directory tree to another location within the depot.  What about
individual files?  Do I have to move them and essentially break from
any history the file might have?  Basically, I'm thinking I want to
branch on a file basis.  That just doesn't seem right...
