You can do some of this using bug dependencies in Bugzilla.  One bug
can depend on a set of other bugs.  Some Bugzilla sites use this
facility for what are called "tracker bugs", which exist to group
together sets of bugs.  Mozilla uses these a lot.  See, for instance
<http://bugzilla.mozilla.org/show_bug.cgi?id=103705> "Ship Mozilla
1.0".  To see the dependency graph for this bug, look at
<http://bugzilla.mozilla.org/showdependencytree.cgi?id=103705>.  You
can see that a lot of the bugs which 103705 depends directly on are,
in turn, tracker bugs grouping together Mozilla bugs into broad
categories (API, Standards, Performance, Usability, etc).
