[p4] Accessing perforce public depot from behind a firewall

Follow the links from the Perforce home page to the Public Depot.  Most of 
the "Source Files" and similar links show you the depot through a Web 
browser.  It may be tedious for getting the files, and it won't let you 
create and use clients, but it will give you access to the contents.
