[p4] Triggers

Define "bandwidth" - network, cycles, ram, and while we're at it - more
specifically - define what additional bandwidth you think you are going
to need if P4 comes out with a version that supports server side
triggers and filters and you don't bother to install any.

I'm not seeing any justification for the performance argument at all.

don't you need bandwidth?
