[p4] Need urgent help with p4 NTx86 service failure

After browsing around the NT server for a while, my IS guy noticed there
were some dangling processes (p4-related) still running. After killing them,
the service restarted.

Phew! Didn't even have to reboot the server.

Perforce's US office is closed and the UK office hasn't opened yet, so I'm
trying my luck here.

We had to stop and restart the service this evening (Clients were getting
the error "Required parameter 'func' not set!"), but the service won't come
on. It says "Access denied, error 7000". In the past, this error came up
when the license file was missing, or had bad characters in it. No-one
modified the license file in months...

The only extraordinary event that happened today (about 6 hours ago) is we
upgraded from 2002.1/33994 to 2002.1/34618. [We stopped the service,
installed the new software, started the service again, and ran p4d -xu, as
we've done with all prior upgrades. We were working fine all afternoon since
then.]

Any ideas (about either error message)?

Any help much appreciated.
