[p4] Maintaining vendor branches

Thanks for the double-check, Robert.

Because each vendor dump looks like it will have several hundred renames (the directory structure looks like it's still in flux...), I wrote a script that attempts to detect them and generates the appropriate 'p4 integrate' commands.  I might see about releasing that to the public depot or something.
