[p4] Question about the IC Manage Sync Engine

I don't have experience with it, but I know the people involved and have 
discussed some of the design issues with them.  From what I've seen and the 
reputation of the Cadence integration that Shiv wrote, they have quite an 
offering.

I know this isn't exactly what you're looking for, but hopefully it's useful.
