[p4] Moving a changelist to another client

P4win can't do this.  I have written a utility to do this, called p4tar.
In windows, this requires cygwin to be installed (for tar and optionally
gzip), as well as ActiveState perl (I've had some issues with the cygwin
perl I've never spent the time to figure out).  It's available on the
public perforce depot in //guest/jeff_grills/p4tar.

I have a user who wants to preserve an open change with edited files,
but move it out of his working clientspec to another one. Is there a
good way to do this already with p4win?
