[p4] Branching a pending changelist

We have a programmer who has a ton of files checked out and would like
to get these files to some other people so that they can look it over,
test it, build some assets with it before it goes out to the team.

We should have branched before the work was done, but that didn't
happen.
Is there a known way to take changelist X and create a branch that has
those changes in it, but yet not affecting the main branch so that this
programmer and our artists can work on the branch with the changes?

I hope this makes sense?  Thanks in advance for any help.
