[p4] Associate files with change list at check-out time

Is there a way to associate files that you are checking out with a change list (and jobs) at check-out time?  I know you can create a change list in advance and drag-and-drop files to it before checking files in, but how about a more enforceable method?  That is, assume that we want to prevent users from checking out files without also associating those check-outs with a particular change list (and jobs).  Maybe it's not something that we'd want for all projects, but I could foresee where we would want that level of enforcement for some projects.
 
I investigated triggers, but there doesn't seem to be a type that would be available at check-out time for this purpose.  Also, it seems that such a trigger would need to be able to present a dialog of some sort to the user to prompt them to select the appropriate change list (and jobs) before proceeding.
 
We're still just evaluating Perforce, so my knowledge of such things is still fairly minimal.  However, I talked to a few people at Perforce about this already and I'm having doubts whether something like this is readily doable.
 
Anyone have any ideas on this?  I'd like to at least know whether there's a feasible way of supporting this, or whether there's simply no way to do it.  Thanks!
