[p4] Changelist numbering reset?

The conventional ways this can happen would be if someone deleted
db.counters or if someone with super permission executed 'p4 counter -f
change <some low number>'. Note that neither of these is normal or even
advisable to do. I would immediately stop the server and contact
Perforce support to see about repairing as much as possible.
