[p4] Subversion to perforce migration

Am I to understand that nobody knows a good way to do this?  Or was this
just a SWNGR (Spontaneous Warnock for No Good Reason)?

Perforce Support did write back to me and suggest a couple of different
workarounds, but ideally I could actually perform the conversion.
