[p4] problem in sync operation with label

Hi, 
   
  I recieve " No permission for operation on files error" when I sync files with a label. 
   
  p4 sync -f //depot/abc/xyz... at newLabel
   
  if I sync with out label then all goes fine. 
  p4 sync -f //depot/abc/xyz...
   
  After above operation if I use 
  p4 sync -f //depot/abc/xyz... at newLabel
  again then all the files previously checked out get deleted.
   
  newLabel has been synced to contain all files under //depot/abc...
