[p4] integrating when destination has been deleted

We had a similiar problem about two years ago with a major
refactoring. Probably 6,000 lines in the branch spec.

I just ran commands that spit out the problem files then
filtered the branch spec against the results (with some
massaging of the error output to make it easy). It worked
pretty well. -Wm
