And you want all this in a single email message?

Each user creates their own workspace. You don't share a workspace
between users. All the users need to know is the name of the Perforce
server, and the port you're using. From then on, the users set
everything else up.

There are two Windows GUI programs: P4V and p4win. Users can use
either of those. HOWEVER, you better get use to using "p4 commands"
because that's how you run administrator commands. The GUIs are
strictly for the users. To do things such as setting up the protection
tables, triggers, etc., you're going to have to learn how to type in
the "p4 command line commands". This is true of Subversion, ClearCase,
and almost every other version control system.

The Perforce administrator's guide is what you need. You can also get
the book Practical Perforce by Laura Wingerd. Just getting the server
up and running doesn't take very long. On Windows, its simply starting
up the Perforce Service. After that, you can use P4V or p4win to
interact with the server. However, you'll need to be able to use the
p4 command line commands in order to set up the protection tables,
triggers, or other "administrator only" type of information.

No offense intended, but if you aren't that technical, you should find
someone else to administer the software. Version control is a complex
piece of software, and you need to be comfortable behind what takes
place on a GUI screen. Otherwise, how are you going to troubleshoot
when things go wrong.
