[p4] Submitting changelists - optimum size

There isn't a single number that will give the same results on all
installations.  On our server a submit of 10,000 files holds locks
for between 30 seconds and a minute, and processing stops for
other users for that length of time.  It makes a big difference whether
your server has enough RAM that the metadata needed for the
operation is all im memory at the same time.  We have lots of RAM.
