[p4] Submitting changelists - optimum size

I occasionally submit 400k file changelists (all files are branch, so no
files upload to server).  I do it after hours, and it's infrequent enough
that it doesn't cause problems. It will lock out other users for about 5
minutes on our hardware (dual 2.0 GHZ, 2GB Ram).
