[p4] Users getting re-generated even after deletion !!!

Hi,

The phantom users might be recreated by e.g some scripts with hardcoded
user names.
Prevent automatic user creation by changing the protection table:
Example:

        list group * * -//...
        write group groupN * //depotN/...

Add all your users to groups.
All connection requests with user names not listed in those groups will
be refused.

Note the sentence about 'user *' lines - there should not be any of
those in the protection table.
