[p4] Users getting re-generated even after deletion !!!

It's worked for me when I've tried any time in the last several years.

The key problem is the "user *" mapping, exclusionary or not - don't have a
"*" mapping period. At this point I think this is a feature (one could argue
against it for exclusionary but...).

Also, some people forget that you don't need to exclude access that isn't
already present.
