Because of the exclusionary access issue, I tend to keep dummy accounts
created to fill up our license (which always works).

When we have a new employee come in and one of the techs installs
perforce they automatically ( when install runs ) get a user created for
them. 

How do I put a stop to bogus accounts being installed?
