[p4] Recommendations for Defect Tracking Solutions

Be sure Jira (http://www.atlassian.com/software/jira/) is on your
evaluation list.  We've basically decided on it, but are still
evaluating it to make sure we'll be able to customize it to fit our
existing needs.  So far it looks quite nice and it is extremely
configurable.  It's definitely worth a look.
