[p4] Deleting Perforce users without starting Perforce Server

Here is my current delema. We are trying to start another instance of a perforce server in a remote location. Until we get a new license for this server we are trying to start it with just 1 user. Since we have restored the entire perforce dabase from our current server into the new server, it contains information for about 30 users, therefore the new perforce instance server can not start because it is not licensed and is only valid for 2 users and the database tells it that we have over 30 users. Is there a way to delete all the users without starting the server first (p4d)?
