If you have wildcard in protection table [list user * * ], anybody can
create account [not necessary login]. Avoid using "*" for user.

In theory, you could add the following to the protections table:
list user * * -//...
However, that never seemed to work for me. What I do is eat up my
licenses with dummy user IDs.
