Directly, no you cannot change a user's ID. Changing a user's ID creates
a new user.

However, you could simply change the "Owner" field of the Perforce
clients. The clients would be the same, the owner for that client would
simply be the new user ID. If you're changing everyone's ID, this could
be done programmatically. Just remember to delete the original Perforce
user -- the one with the old ID. You'll also have to go through all the
Perforce groups and the protection table too.

This wouldn't work for me since I force the users to key their Perforce
client to their user ID.
