[p4] perforce vs. subversion

Ah, you're right.  I incorrectly interpreted the 'or missing' as a
standalone statement.  :\
I double checked and I have scripts to automate the comparison and the
missing check is the one thing I still have to do myself.
Perforce should definitely add it.
