[p4] merge two perforce server into one

There's the "perfmerg2.pl" script I got when I downloaded the cvs2p4
scripts. However, the directions in the script are not very complete.
For example, it says that the two depots must not include the same depot
path, but doesn't say how you'd handle this. I'd personally give
Perforce a holler before doing this. After all, that's why we do pay for
support.
