[p4] perforce vs. subversion

For configuration files which must be customized for the user's
environment but never checked in I recommend marking the file with a
+w type modifier so that it never needs to be opened for edit to be
modified and then removing write access to the file via p4 protect for
all but the maintainer of the build system so that it cannot be opened
for edit or accidentally submitted.
