Here's a blue-sky idea, what if you could define custom
permission groups using p4 group? Each line in the group
would be a "signature" of a command. For example:
	write
	user -f
	change -f
or
	admin
	-obilterate

The standard permissions would be predefined groups that
could be used as the base set for the custom group which
then either adds or subtracts from it. In the protect
table, the custom group's name would be substituted for
one of the standard permission names.
