[p4] Closing down permissions on all a depot metadata

Hello,

P4AUTH works well with this scenario. One major drawback is that P4AUTH 
is currently an undocumented feature and might be dropped in a next
release. 
We use it as well, but it might prevent us from upgrading later.

Who else is using this feature? The more sites depending on this, the
better
The odds that it will be a supported feature soon.
