As I pointed out to Shawn (private email) not including the exclusion
used to create an endless loop in p4win when the view was set to local
view. It would eventually time out with a strange error. It appears
that more recent versions (probably after 2002 or 2003.1) have fixed
this. (We can't yet move to 2005.2 since Perforce dropped support for
our version of AIX - despite the message previously on the downloads
page that it was coming soon.)

The problem appeared to be caused by the server receiving commands
in both local and depot syntax and becoming confused. Now it looks
like the reverse may be happening - it's confused by what used to
fix the problem.

I seem to recall this use of exclusion mappings was in the docs at
one point. (Not sure I would have come up with it on my own back
then.)
