[p4] Patching files checked out from Perforce with no questionsasked

I can't unset P4CONFIG, because it isn't set. I also want to be able to
modify and check in files I've checked out, so trying to hide the
Perforce environment is a no-no.
Jason Williams' tip worked for me; set PATCH_GET to 0 (zero).
