[p4] merging changes made on a different server

Hi Denis,

The SVK system is made for this case, you have a local repository of
your source code, subservient to a master copy elsewhere that may be
inaccessable at any given time.  I know it works well with SVN but its
perforce support has lagged behind.  Perhaps it's worth having a look?
