[p4] turning on ktext for scripts?

No need to "reopen". A simple:
$ p4 open -t ktext <fileName>
From: perforce-user-bounces at perforce.com

To: Mike; perforce-user at perforce.com

I believe that what you need to do is something like this:
- Open the file for edit
- Reopen the file, and set it's type to ktext
- Submit the file
Ie: like this
p4 edit [filename]
p4 reopen -t ktext [filename]
p4 submit filename
