[p4] Tool arguments

I would have recognized '#' as a comment character if I was on my
normal systems using bash.  However, this is from p4win and using the
Windows command shell (cmd.exe).

Having the argument as
-c $c sync '%D#have,#head'

results in
14:05:35 C:\WINDOWS\system32\cmd.exe /c p4 -c clientspecname sync -n
'"//depot/path/in/depot/..."

Using " instead of ' results in the same, except that one of the " is
preserved instead, just as the '.
I just want to have the revision range on the files there.
