[p4] Avoid autoclosing of jobs

If you use the P4DTI it enforces this and changes the status back on its 
next sync.

Otherwise, the only good ways are either to use a trigger or a review 
daemon. Triggers won't catch people using 'p4 fix' but you can do a form 
trigger that will check changes on submission and manage the job status. 
A review daemon has the possibility to check all sources of status 
change, but may not have the cues to do it efficiently. You may be able 
to remedy this if you turn on the logger functionality, but it's 
intended for the P4DTI and not strongly documented.

Yes, it's possible to search the archives. Go to the main Perforce 
search page. There are options there that let you restrict your search 
to the mailing list archives.
