[p4] p4 trigger giving syntax error on 2005.1

Hi
 
Am trying to create a trigger on our server which is running version
2005.1 and am getting a "syntax error".  Even a basic trigger such as : 
 
example submit //depot/... "cmd"
 
gives the same problem. 
 
I downloaded version 2005.2 and the triggers work fine (although have to
use change-submit).  
 
Ultimately I need a trigger which like this:
 
Dev_Submit change-commit //depot/products/dev/... \\dev\
<file://\\dev\p4triggers\dev_submit.bat %changelist%>
p4triggers\dev_submit.bat
<file://developmentvm/Development/p4triggers/Boomer_submit.bat>
%changelist%
 
and this works fine on 2005.2.
 
Do triggers work ok on 2005.1 or do I have to switch something on maybe?
