[p4] monitoring the perforce server?

I've never thought of such application but our Parabuild can be used
for this. It polls P4 depot according to the configuration and sends
an e-mail or IM message if the server becomes unavailable.

Though, on an loaded P4 server you'll know that it's down sooner 
than a monitoring let you know. Users will take care of it :)
