[p4] Query on Perforce Restoration

Hi,

I am testing Perforce restoration process for my project.

I have created a new Perforce instance for restoration and reached upto
executing p4d command successfully.

Now when I want to start Perforce server and point a Perforce client at
it, the server shuts down as this Perforce installation has license for
two uers whereas the restored environment has 100 users. 

I do not have spare licenses to test the restoration.

Can someone suggest some solution please?
